Iraq signs oil deal with Russian-led group

BAGHDAD — Iraq's Oil Ministry says it has finalized a deal with a consortium led by Russian oil giant Bashneft to search for oil in the country's south. Ministry spokesman Assem Jihad says Bashneft and its UK partner Premier will explore the 8,000-square-kilometer (3,100-square-mile) Block 12 , shared by the provinces of Muthana and Najaf. They will be paid US$5 for each barrel of oil equivalent. Thursday's signing ceremony took place at the Oil Ministry in Baghdad. The contract is one of four deals Iraq awarded in its latest bidding round to hunt for oil and gas. Iraq, which sits atop of 143.1 billion barrels of proven oil reserves and 126.7 trillion cubic feet of natural gas, is seeking to develop its vast resources after decades of war, U.N. sanctions and neglect.

Lukoil may wade deeper into Iraq

MOSCOW, Nov. 30 (UPI) -- Russian public oil company Lukoil could make a decision to expand in the Iraqi oil sector through participation in the West Qurna field, an executive said. Baghdad has considered bringing Lukoil and Gazprom Neft, Gazprom's oil division, into the West Qurna project in southern Iraq in favor of Exxon. News agency RT, citing an industry insider, reported last month that Baghdad was frustrated with Exxon's work in the Kurdish north and could send a signal with the replacement. Lukoil Chief Executive Officer Vagit Alexperov said from Moscow the company, which already has a stake in the two-phase project, expects to make expansion decisions by the end of the year. "We are looking at the main issue now, synergy," he was quoted by Bloomberg News as saying. "What economic synergies the company will get if these two projects work together." Norwegian energy company Statoil transferred its 18.75 percent stake in West Qurna-2 to Lukoil earlier this year. Exxon has a 60 percent stake in West Qurna-1. Baghdad in April declared a Kurdish deal with U.S. supermajor Exxon frozen because of legal issues surrounding oil contracts in the country. The central government says unilateral deals with the semiautonomous Kurdish government to be illegal.
